How to reverse the dangerous decay in China-U.S. relations?

In this quick intervention for The New York Times Opinion section, I argue that the Biden administration should make a quick and sharp break with the Trump team’s sometimes suicidal politicies toward China. The measures I outline are small but can be seen as confidence-building measures that could pave the way for talks on larger issues.
